Renato Ocampo Dela Peña (code name: Redstone) make up his mind to make an organization for the youth; for the reason of the unity among the youth on his place. So he decided to call all his friends on March 29, 1995 at 11:30 a.m. in Tina-an, Sindulan Street, Naga Cebu, Philippines.

He told the youth and his friends that he will make a group or an organization together with them to build a unity on his place. And he declared the group as “ Ponduk Ng Kabataan sa Sindulan.” The youth and his friends joined the organization with the thought of uniting and improving one’s capabilities and outlook in life together with the group. With undying support and cooperation the group became known with its good and clean purpose. The following month, April 20, 1995 he called a meeting among his friends and youth who joined the group to make an objectives and rules or the Constitutions and By-laws of the organization. On September 6, 1995, “Ponduk ng Kabataan sa Sindulan” was change with the approval of the group members into ALPHA PHI IOTA SIGMA Inter- Fraternity and Sorority, short name called APIS. Redstone told his members to propagate and recruit. APIS which means:

ALPHA – service
PHI – brotherhood and sisterhood
IOTA – leadership
SIGMA – loyalty

On December 1995, Redstone was able to form a chapter, mostly from University of San Jose Recolletos where he studied; APIS Josenians were registered in the University. On February 1996, Redstone called his cousin Harold Ocampo Talledo, also a group member, to help him recruit and propagate its group name and purpose. Harold able to form one chapter, mostly from University of San Carlos-Main where he studied, APIS Carolinians was registered in the University. On January 31, 1997 Harold was able to form another chapter, mostly from Gorordo Avenue, Cebu City. In every chapter there are chapter council officers headed by a Grand Chancellor. And because the organization was spread all over Cebu, Redstone was able to make the 1st governing council during the 2nd Anniversary of APIS headed by a Grand Archon.

Month of April 1998 ALPHA PHI IOTA SIGMA was registered in NIC (National Inter-Fraternity and Sorority Council) National Youth Commission. Between June and July 1998 the Constitution and By-laws of the organization was amended by the governing council with the approval of Redstone, governing council officers and by the members. On the month of July another chapter was formed, headed by Michael Ray Lunzaga, mostly for University of San Carlos-Technological Center. Until the present the organization still accepting interested applications who want to joined.
